Understanding the Mayor’s Role
Milledgeville operates under what’s commonly referred to as a City Manager form of government, which means the day-to-day operations of the city are handled by a professional administrator—the City Manager—who is appointed by the Milledgeville City Council. The Mayor, on the other hand, serves a unique and vital role:
- acting as the public face of Milledgeville;
- presiding over City Council meetings;
- representing the city at community events and in conversations with state, federal, and regional leaders;
- helping set the tone for city leadership while keeping projects and initiatives moving forward; and
- serving as a bridge between residents, council members, and city departments.
While the Mayor only votes on Council matters in the event of a tie vote, the Mayor has the power to influence priorities, encourage action, and ensure accountability—especially when it comes to transparency, communication, and civic trust.

Walter is a true product of his community. He's a fourth generation Baldwin County native who attended local public schools, earned his associate’s degree from Georgia Military College, and went on to complete his bachelor’s degree at Georgia College, where he's now earning his Masters in Public Administration. Walter's story is Milledgeville’s story—and now he’s ready to proudly represent the city he loves as its Mayor. Proven Leadership
Walter brings both experience and results to the table. As Interim Executive Director of the Central State Hospital Local Redevelopment Authority, he led projects that brought over $15 million in local economic impact. Thru his recent work with the Baldwin County CHIP program, he's helped secure $1.75 million in bock grants to improve homes for local families. He serves as the City Council’s liaison to the Development Authority of Milledgeville & Baldwin County, and the Georgia Initiative for Community Housing. His leadership is steady, thoughtful, and rooted in real outcomes.
Legacy of Service
Walter’s commitment to Milledgeville runs deep. Elected to City Council at just 25, he has spent over a decade working to improve the lives of his neighbors. Whether sharing his love of the city with visitors; leading local initiatives; serving on nonprofit boards like the Oconee River Greenway Foundation, Keep Milledgeville Baldwin Beautiful Board, Milledgeville-Baldwin Young Professionals Executive Committee; or advocating for community priorities, Walter shows up with purpose—and a heart for service.
